The main problem behind the old concrete moisture is that generally we do not provide sufficient time for concrete to dry naturally to a level acceptable for the installation of flooring or coating materials. You can replace the old slab. Still if you do not want to replace your concrete then you can hire a concrete construction inspector for the inspection.
