I can tell you it's a much bigger issue in hospitals with ICU's and TB rooms, the ductwork comes sealed in plastic and remains 'clean' until started up once the building is clean. If a commissioning agent finds dust in the supply ducts they may need to be cleaned. Now just imagine what it takes to clean tens of thousands of feet of ductwork.
