Welcome Barry!! Most of the concrete slabs we deal with will be either on grade with a vapor retarder below them or raised and poured in a pan. There should really be no influent moisture, only the original moisture included in the concrete mix. Temperature should be at service conditions. Actually if you have incoming water, the PH is irrelevant! You have a real problem.  If I'm off-base please don't be shy to say so! I get that a lot around here.
