Looks like a general use thermohygrometer to me with the option of sticking it down a hole with a sleeve. I wouldn't trust it. It has very vague instructions.

Questions I see are: is the hole capped off?
Is it reading an average rh of the hole from top to bottom?
It gives no time frame for reading the rh in the hole.
Which sensor did they use?
