In California I see it on >90% of jobs. At least every week. It may be cut and paste / lazy specs. When I confront the engineers on it, it is usually in hopes of lessening for slab curl since the prices people get for grinding off some curled edges are outrageous.

I see it most often in the Dessert from Cal and down through Arizona.
