What do you mean when you say Wagner doesn't believe in pin meters?
If you are asking if Wagner disputes the results of electrical impedance readings, I would say YES! EI readings only measure the top surface of the concrete, and they are easily swayed by concrete composition including fibers, steel reinforcement, density, aggregate type, etc. etc.etc. And again, they really tell you nothing about the concrete.
