Are there any different or unique moisture problems that could occur when installing ceramic tile over concrete as opposed to other products over concrete?

Yes there are. Although tile is most forgiving about excessive moisture issues it has it's own unique problems. One I can think of off the top of my big head is on large format tile, the thinset will not set. It takes an extra long time to fully cure anyway due to the extra area under the tiles and for that setting compound to dry. Another is efflorescence in the grout. In severe situations discoloration of the tiles can happen, even in porcelain.
