Is there a way to measure moisture plus cold temperatures sort of like a heat index b

there is no index that I am aware of. My experience with moisture testing is when the slab temperature goes down the moisture percedntage increases. Any time the slab temperature is higher than the ambient temperature the moisture will diffuse back into the slab.
